PUBLIC NOTICE
SANITARY SEWER SMOKE TESTING
Eastover Sanitary District will be conducting smoke testing of the sanitary sewer system on November 12th and 13th.
This study will involve the opening and entering of manholes in the streets and public utility easements. An important task of the testing will be to locate breaks and defects in the sewer system. The smoke will also reveal sources of where storm and other surface water enter the sewer system.
A special non-toxic smoke will be used in these tests. The smoke is manufactured for this purpose, leaves no residuals or stains, and has no effect on plant or animal life. The smoke has a distinctive, but not unpleasant, odor. Visibility and odor last only a few minutes, where there is adequate ventilation.
Because the plumbing appliances in your house or building are connected to the sanitary sewer system, some smoke may enter your home or place of business if the:
All residents are advised that if traces of this smoke or its odor enter your house or building, it is an indication that gases and odors from the sewer may also enter. These can be both unpleasant and dangerous, as well as a health risk to the occupants. Should smoke enter your home or business, you may contact a member of the smoke testing crew working in your area.
The crew member will be able to help and check with you as to where the smoke has entered your building. Location, identification, and correction of the source of smoke that enters your building is urgently advised. Your cooperation will be appreciated.
The information gained from this testing will be used to improve your sewer services and may reduce the eventual cost to utility customers.

SYSTEM PRESSURE ADVISORY
Eastover Sanitary District
Water customers of the Eastover Sanitary District are experiencing periods of low pressure and/or outages due to the repair of a water line hit by a contractor.
The affected areas are located on Underwood Rd. including side streets and Middle Rd. from Underwood Rd. to River Rd. including side streets.
Periods of low or no pressure in the distribution system increases the potential for introduction of bacteria into the water system.
Therefore, as a precaution and until additional testing can confirm the absence of bacteria, you are advised to boil all water used for human consumption or use bottled water. Bring all water to a boil, let it boil for one minute, and let it cool before using. Boiled or bottled water should be used for drinking, making ice, brushing teeth, washing dishes, and food preparation until further notice. Vigorous boiling kills bacteria and other organisms in the water. Once negative test results are received, the residents will be notified and the boil water advisory will be rescinded. Thank you for your cooperation and we apologize for any inconvenience this may cause.

LOW WATER PRESSURE ADVISORY
Eastover Sanitary District
During the afternoon of 8/16/24 Eastover Sanitary District had a waterline break due to a contractor hitting a main line. The waterline break did cause low or no pressure in parts of the water system. The affected areas of the district are located in Eastridge Subdivision (Eastgate St., High St., and Crosshill St.).
The location of the waterline break has been identified, isolated, and pressure is being restored to the system. However, as a precaution and until additional testing can confirm the absence of coliform bacteria, you are advised to boil all water used for human consumption or use bottled water. Bring all water to a boil, let it boil for one minute, and let it cool before using, or use bottled water. Boiled or bottled water should be used for drinking, making ice, brushing teeth, washing dishes, and food preparation until further notice. Boiling kills bacteria and other organisms in the water. On 4/25/2024 at approximately 1:30pm, a fiber optic cable contractor hit a marked, main water line in the Eastover Sanitary District. Understanding the inconvenience this created to customers, crews responded immediately and worked hard to isolate the leak and make repairs. A Low-Pressure Advisory was implemented and will remain in place until further notice.

Beginning Tuesday March 01, 2018 the City of Dunn will be temporarily changing the current disinfection process of the potable water from the use of Chloramines to Free Chlorine. The City of Dunn will resume the Chloramination process on Friday April 1, 2018.
The State of North Carolina Division of Public Health recommends this change on an annual basis. During this time, the City will be flushing water lines for maintenance of the water transmission system. You may notice temporary pressure fluctuations, discoloration of the water, or the taste and smell of Chlorine in your water. The City's water supply will remain safe for consumption during this period.
Water customers are reminded that residual traces of Ammonia and Chlorine must be removed from water prior to its use in Kidney Dialysis Equipment. Chlorine and Ammonia are also harmful to Fish Aquariums.
Water customers affected by this change include those who pay water bills to the City of Dunn, areas of Harnett County that use the City of Dunn's water supply, as well as those who pay bills to Eastover Sanitary District, and the Towns of Benson, Falcon, and Godwin.

The ESD Board of Directors will hold a public hearing on the proposed budget on Tuesday, May 23, 2017, 5:30 p.m. at the Eastover Community Center, 4008 School Street, Eastover, NC for the purpose of receiving comments on the proposed budget. Persons wishing to be heard are invited to make written or oral comments.
